An asbestos consultant provides specialist advice and services to help identify, assess and manage asbestos-containing materials (ACMs). This can include asbestos surveys, reinspections, asbestos management plans, reviewing existing information, quality assurance, training and support with remedial works. HSE guidance states that asbestos survey information should help establish the location, amount and condition of ACMs and support the asbestos register and management plan.

An asbestos management survey is intended to help a dutyholder manage asbestos during normal occupation and use of a building. It identifies asbestos-containing materials that could be disturbed during normal activities, maintenance and foreseeable work, and provides information that can be used within the asbestos register and management plan.

A refurbishment or demolition survey is used where work is planned that could disturb the building fabric. It is more intrusive than a management survey and is intended to locate asbestos-containing materials that may need to be removed before refurbishment or demolition work begins.

An asbestos reinspection is a periodic inspection of known or presumed asbestos-containing materials to check their current condition and identify changes that may require further management action. Keeping asbestos information and the risk register up to date is an important part of ongoing asbestos management.

Where the duty to manage asbestos applies, an asbestos management plan sets out how asbestos-containing materials will be managed. HSE guidance says the plan should include responsibilities, the asbestos register, monitoring arrangements, procedures for preventing disturbance and emergency arrangements.

Asbestos awareness training is relevant to workers who could disturb asbestos during their work. This can include construction and building trades, maintenance workers and other people who may work on or around the fabric of a building. HSE advises that workers should have appropriate information before work that could disturb asbestos begins.
